JAKARTA, KOMPAScom - Coordinating Minister Hatta Rajasa said, the government set out with one restriction option fuel or fuel oil is introduced into the Parliament, which banned all black plate cars using subsidized fuel. Thus, the government no longer carry the other options, ie only the black plate car output in 2005 and over who are prohibited from using subsidized fuels.
"Yes, that option (option all four or more wheeled vehicles are prohibited from eating black plate or premium gasoline). However, we do not want to go before Parliament," Hatta said when met at the Soekarno-Hatta Airport, Jakarta, Wednesday (12/1/2010 ) night, ahead of his departure to Denpasar, Bali, in order to attend the International Conference on Oil Palm Oil Industry on December 2, 2010.
Option subsidized fuel restrictions that will apply as of January 1, 2011 by banning cars on the output 2005 to the full assessed as policy distortions and the potential violation. Therefore, the government opened another option, namely banning all private vehicle owners, or black plate to consume subsidized fuel.
Previously, the government does have two options. The first option, all black plate cars are prohibited from consuming subsidized fuel. The second option, only the black plate car with the year 2005 to the output of which is prohibited.
In the second option, the government confirmed the fuel subsidy to continue providing public vehicles, motorcycles, public transport tricycle, and fishing boats. In addition, the government also requires all service vehicles owned by the central and local governments or red plate using nonsubsidized fuel.
Especially for the second option, or prohibiting the use of subsidized fuel in a private car over in 2005, it recognizes the many distortions that will arise. To apply it, it takes a special sticker for easy refueling station for the general (gas stations) to recognize the car that can get subsidized fuel.
However, although there are stickers, did not rule out the owner of stickers to fill his fuel at another gas station many times. In addition, there will be additional jobs at the pump because the officer needs to check the certificate number of vehicles (vehicle registration) to reaffirm the truth in the manufacture of cars.
As for the first option, its implementation is much simpler, distortions in the field is much smaller. In addition, the savings obtained by much larger countries, can save tens of million kl (kl), much larger than the second option which is expected to save 9 million kl. However, it would be no objection from the owner of the car in the 90's (old car).
