JAKARTA - The government needs funds approximately Rp12 trillion to build a special economic zone (KEK) in Dumai.
Director General of the Ministry of Industry Development of Industrial zoning (Kemenperin) Dedi Mulyadi said the budget was needed to build roads, ports, aircraft runway, and gas pipelines. "Some will be drawn from the government budget and partly by the private sector," Dedi said in Jakarta on Thursday (30/12/2010).
Dedi explained that the planned road infrastructure development include, construction of roads that connect between Dumai and Pelintung industrial area along the 25 kilometers (km), 135 km toll road Pekanbaru-Dumai, widening of runway at the airport Rubble Kampai along 500 meters (m) , construction of the port with a capacity of 50 thousand DWT, and Duri gas pipeline along the 80 km-Pelintung.
Dedi said, the infrastructure development at KEK will be taken over by the central government to attract investment, but still involving the private sector. The investors, continued Dedi, will receive special amenities such as fiscal incentives, one-stop licensing facilities, as well as support research facilities and human resource development (HRD).
"Research and education facilities will also be built there so they do not hire workers from outside and recruit from the local population. Not only build the factory but the welfare of society," said Dedi.
There are nine major companies from the downstream sector, which currently operates in Dumai, among which is the Heart of Palm, NPK Fertilizer, Palm Oil Mill, Wilmar Bioenergy and PK Plant.
Dedi rate, Dumai memilliki the potential to become KEK, because of some big industry has been built there. Not only that, some small industrial park supporters have also been developed in the region. In Dumai there are five areas of strategic industries, namely Pelintung, Lubuk Echoes, Dockyard, Chalk Hill, and Bukit Timah.
Dedi said, the area is 1,000 ha KEK, while the Dumai itself has an area of 5,000 ha. Jang explains, drafting of regulations (PP) for KEK has been completed. The Government will launch simultaneously with the launch of the project KEK economic corridor in March 2011.

Kemenperin ( Ministry of Industry ) recommend some areas to become KEK with the development of certain industries namely Sei Mangke in North Sumatra for the CPO and its derivatives, Dumai in Riau to oil, Slippery Rock in South Kalimantan for Steel, Bitung for the fisheries sector, and Gowa in South Sulawesi for cocoa.
